Because in 2026 it went like this:

2 changesThat's how many times you can move a booking now, down from 6.

3 centresYou can only move your test to one of the 3 nearest centres.

24+ weeksThe wait at some centres, against a 7-week target.

The rules are there to stop bots hoarding slots and reselling them. Fair enough. It does mean the new national pastime is refreshing a web page. Only ever pay the official fee (£62 weekdays, £75 evenings, weekends and bank holidays) and book through the official service on GOV.UK.
